LEARN Procurement Data Dashboard

Learn how school leaders make procurement decisions

The LEARN Network Data Dashboard offers a window into the decision-making process behind the adoption of educational products. Built using nationally representative survey data from K–12 school leaders1, the dashboard helps educational product developers, researchers, and other members of the education community understand the procurement process, including the degree to which evidence is used.

Why it matters

Evidence-based products have the potential to improve student outcomes, yet many struggle to gain traction in schools. These findings offer a window into how procurement decisions are made and how evidence is—or isn’t—used in that process, helping developers and decision-makers align their efforts with the realities of school-level adoption.

What’s inside

The dashboard presents findings from a LEARN Network survey of procurement practices and use of evidence collected via RAND’s 2023 American Educator Panels. It highlights:

  • What motivates procurement decisions
  • Who is involved in each step of procurement
  • Where school leaders turn for information and evidence on products
  • Barriers to using research in procurement
  • Tools and supports school leaders find most helpful in procurement

You can break down the data by product type, grade level, locale, school size, and percentage of students eligible for free or reduced-price lunch.
